Home Schooling

I. PURPOSE

The purpose of this policy it to recognize and provide guidelines in accordance with state law for parents who wish to have their children receive education in a home school that is an alternative to an accredited public or private school.

II. GENERAL STATEMENT OF POLICY

The Compulsory Attendance Law (Minn. Stat. 120A.22) provides that the parent or guardian of a child is primarily responsible for assuring that the child acquires knowledge and skills that are essential for effective citizenship.

III. CONDITIONS FOR HOME SCHOOLING

The person in charge of a home school and the school district must provide instruction and meet the requirements specified in Minn. Stat. 120.101.

IV. IMMUNIZATION

The parent of a home-schooled child shall submit statements as required by Minn. Stat. 123.70, Subds. 1, 2, 3, and 4 to the superintendent of the school district in which the child resides by October 1 of each school year. (Minn. Stat. 123.70).

V. TEXTBOOKS, INSTRUCTIONAL MATERIAL, STANDARD TESTS

Upon formal request as required by law, the school district will provide textbooks, individualized instructional materials and standardized tests and loan or provide them for use by a home-schooled child as provided in Minn. Stat. 123.933 and Minnesota Rules Chapter 3540. The school district is not required to expend any amount for this purpose that exceeds the amount it receives pursuant to Minn. Stat. 123.931 to 123.937 for this purpose.

VI. PUPIL SUPPORT SERVICES

Upon formal request as required by law, the school district will provide pupil support services in the form of health services and counseling and guidance services to a home-schooled child as provided by Minn. Stat. 123.935 and Minn. Rules Chapter 3540. The school district is not required to expend an amount for any of these purposes that exceeds the amount it receives pursuant to Minn. Stat. 123.931 to 123.937 for any of these purposes.

VII. SHARED TIME PROGRAMS

Enrollment in class offerings of the school district.

A. A home-schooled child who is a resident of the school district may enroll in classes in the school district as a shared time pupil on the same basis as other nonpublic school students. The provisions of this policy shall not be determinative of whether the school district allows the enrollment of any pupils on a shared-time basis.

B. The school district may limit enrollment of shared-time pupils in such classes based on the capacity of a program, class, grade level, or school building. The school board and administration retain sole discretion and control over scheduling of all classes and assignment of shared time pupils to classes.



VIII. EXTRA CURRICULAR ACTIVITIES

A. Minnesota and Non-Minnesota State High School League Activities

A home-schooled child may participate in Non-Minnesota and Minnesota State High School League Activities offered by the school district. The student is responsible for any payment of any activity fees associated with the activity.


HOME SCHOOL STUDENTS PARTICIPATION IN ACTIVITIES

I. PURPOSE

The purpose of this policy is to provide an opportunity for home school students to participate in MSHSL programs offered at Stewartville Public Schools.

II. GENERAL STATEMENT OF POLICY

It is the policy of Stewartville Public Schools to allow private or home school students to participate in extra curricular activities, if the MSHSL requirements are met.

III. ACTIVITIES INVOLVED

SPORTS: Football, Volleyball, Basketball, Wrestling, Cross Country, Track, Softball, Baseball, Golf, Gymnastics, Tennis (Girl’s), Cheerleading

FINE ARTS: Band, Choir, Contest Speech, One-Act Play

IV. GENERAL ELIGIBILITY

A. Enrollment
1. Home School students are eligible to be placed on our eligibility roster and to participate in MSHSL programs offered at Stewartville Public Schools according to the MSHSL eligibility requirements.

V. STUDENT ELIGIBILITY

A. Good Standing
1. In order to be eligible for regular season and MSHSL tournament competition, a student must be fully enrolled as defined by the Minnesota Department of Children, Families, and Learning undergraduate member of his or her school in good standing.

VI. INTERPRETATION

A. Only grade 7-12 students may participate at the “B” squad, J.V., or Varsity level in MSHSL sponsored activity.
B. Only students in grades 7-9, may participate in activities at the 7th, 8th, and 9th grade level.



GRADUATION REQUIREMENTS FOR HOME SCHOOLED STUDENTS

I. PURPOSE

The purpose of this policy is to recognize and provide guidelines to home schooled students pursuing a Stewartville Public School diploma.

II. GENERAL STATEMENT OF POLICY

A. Students who have been or are in a home school while living in the Stewartville Public School
District may receive a Stewartville Public School Diploma by meeting certain criteria that has
been designated by the school board and the administration.

B. A student who is enrolled full time at Stewartville Public Schools, may not home school for any courses starting in the 2002-2003 school year.

III. CONDITIONS FOR EARNING A STEWARTVILLE PUBLIC SCHOOL DIPLOMA

Students who have been or are in a home school and live in the Stewartville Public School District may receive a Stewartville Public School Diploma by meeting the following requirements:

A. Beginning with the graduating class of 2004, to graduate with a Stewartville Public School Diploma 12 or more than half of the 22.5 credits required for graduation must be earned at Stewartville Public High School.

B. Credits accumulate in grades 9-12.

C. Home school curriculum must be reviewed and approved in a conference with school personnel.

D. Home school report cards must be filed at the Superintendent’s office on a quarterly basis to receive a Stewartville diploma.

E. Completion of High School Profile of Learning Graduation Standards as per state requirements and established by the school board. Beginning in 2003-2004, students must complete 20 standards in the areas required by the School Board. Scores for each standard must be reviewed and approved in a conference with school personnel.

F. The student has passed the Basic Standards Reading, Written Composition, and Mathematics tests as per state requirements and established by the school board.

G. Credit may be granted for home school courses based on the following criteria as determined by the High School Principal:

1. Credit is granted through the approved courses in item C.
2. Evidence that the student achieved 70% on the material normally covered in the course.

H. Appropriate registration and certification of the home school by the local superintendent as prescribed by Minnesota Statutes.

I. Home school credits must have been earned while the family was a resident of the Stewartville Public School District.

J. Intent to pursue a Stewartville Public School Diploma must be made to the school district before courses are started.

K. Post-Secondary Enrollment Options credits, earned at an approved college, will be considered Stewartville Public High School credits.

Home school instruction will follow the education policy of Stewartville Public Schools and Minnesota State Law. Credit will be given for classes taken, but not grades. Grades are given to all students and to all transfer students from any public or private accredited secondary schools.

Home schooled students will receive a “S” for Pass (Satisfactory) and “U” for No pass (Unsatisfactory). This will only allow for credit transfer and graduation. It does not allow for any distinction of any letter grade.

Without letter grades the student cannot be considered for Class Rank, Honor Roll, or National Honor Society recognition. Letter grades are issued to students who attend Stewartville High School or who transfer from an accredited secondary school.

In order for a student to be considered for Honor Roll, they must receive grades from Stewartville Public School or transfer from an accredited secondary school as determined by the High School Principal. The following stipulations must exist in order to be recognized as an Honor Student:

1. 51% or more of the student’s educational program must be from Stewartville Public High School.
2. Post Secondary Enrollment Options (PSEO) students are eligible for Honors based on the State recommended ratio of 4 college semester credits equal to 1 High School credit.
3. Exceptions may be allowed by appeal in writing to the High School Principal. The Principal’s decision is final.
